Project Description: Master Planned Mixed-use community development (commercial, retail, residential, hotels & resorts & marina and community facilities) with built up area of 1,024,813m2 on reclaimed land near Manama, Bahrain to be developed in 4 Phases inclusive of Community Infrastructure and Utilities.

4FMS Services:

  • Review of Master Plan prepared by HOK (London) and report from FM and Operations perspective
  • Review Plot Sales and Occupancy Phasing Plans from FM & Operations perspective with client legal advisors
  • FM design review of Infrastructure and Utilities Concept Designs and cost plan prepared by Davis Langdon
  • Report and recommendations on Procurement Strategy for private sector Utilities (District Cooling, Sewerage, Potable Water, Irrigation Plant and Networks) procurement
  • Review Master Community Declaration (MCD) and Sales & Purchase Agreements (SPA’s) from an FM and Operations perspectives
  • Preparation detailed Rules & Regulations Document for Master Community Services
  • Regulatory Framework Review & Report
  • Review Technical Interface Office (T.I.O) Services and Agreement
  • Prepare Community Service Charge Models for various development phases (3 No.)
  • Preparation of Best Practice Guidance Document – Community Service Charges
  • Preparation Strategic Facilities & Property Management Plan for Administration, Management, Operations & Maintenance of Community Assets & Services including Service Responsibility Matrix and Client FM unit organization structures and support system requirements
  • Advice on Wet Services Utilities Contract Procurement including Design, Build, Operate & Maintain (DBOM) form of Contract
