  • Central Laundry: Feasibility study for Central Laundry requirements for The Wave mixed-use development including 4 No. hotels, golf and marina facility
    Scope of Services:
    • Preparation of Market Demand Study for New Central Laundry operation to service 5-star hotels and ancillary end users including golf and marina facilities within The Wave development and all other hotels & resorts in Muscat, Oman.
    • Preparation of Financial Model and Study for new Central Laundry facility based on market demand study including capital & operating costs and internal rate of return analysis
    • Procurement strategy for design, build, finance & operate of facility
  • Serviced Accommodation & Central Laundry Facility: 4FMS was appointed by TWM (owners and developers of the resort) to prepare RFP & Concession Agreement FM Output & Input Specifications and Financial Model for the development to be implemented on Build, Own and Operate basis 20-year Concession Agreements for:
    • Serviced Accommodation: Preparation of detailed Output Specifications for integrated services for Accommodation Complex for 2,500 hotel, marina and golf facility employees including Specifications for:
      • Design, Procurement, Construction and Commissioning of Accommodation Buildings, Utilities, Amenities & Facilities requirements

  • Project Agreements: Review Client generated Project Agreements for both Facilities including recommendations for re-drafting Concession Agreements based on Public Private Partnership (PPP) principles.
    • Request For Proposals (RFP)
      • Prepare RFP’s for both Accommodation & Laundry projects including Instructions to Bidders, Scope of Services, Output Specifications, Off-take requirements, development phasing plan and specifications for Accommodation and Laundry Service requirements.
      • Liaison and consultation with hotels, Marina & golf operators on design, operational and commercial parameters.
    • Evaluation Criteria: Develop Bidders Technical Evaluation Criteria and Points System
    • Tender Evaluation:
      • Review & response to Bidders clarification queries
      • Technical Evaluation of Bidders submissions for Design, Build, Operate both Facilities
  • FM Contractor Services Audit: Detailed audit of existing FM Services and FM Service delivery at this large mixed-use development in Muscat, Oman. Audit included:
    • Client FM Team Audit:
      • Organisation structures, roles & responsibilities
      • Standard Operation Procedures (SOP’s) for Asset & Facilities Management
      • Methods for Management / Audit of FM Service Providers
    • FM Operator Audit:
      • Organisation structures, roles & responsibilities
      • Review FM Service Delivery, Processes & Procedures & Compliance
      • FM outsourcing Contract, SLA & KPI review & recommendations
      • Maintenance, Security, Cleaning & Pest Control, Landscape & Irrigation

  • Central Cooling Plant (CCP): This mixed-use development includes a Central Cooling Plant (CCP), distribution network  and Energy Transfer Stations to provide Chilled Water Services to various buildings (residential, retail and hotels) within the development.

    • Condition & Performance Assessment: Condition Audit of CCP equipment & operating systems and investigation of low delta T syndrome & recommended remedial works solutions
